Most people thought that Kunsel generally told the truth. Most people never realized how much he lied to them. He was just really, really good at covering it, hiding the lies on his face with his helmet, and hiding the lies in his voice with text. There wasn't malice behind his lies - just simple self-preservation.
Truth in a place like ShinRa was a good way to get you killed.
But it wasn't until he got the company mail that told him Zack Fair had died that he realized that sometimes it was the lie that was more deadly. The lie that Zack was dead, the lie that it wasn't the company that was responsible to begin with - the lie that ShinRa wasn't turning on its own.
